@NaClKnight Best to go to the source. The FTC has an explainer. There's one tricky bit in the PDF about franchises; if a wrestler were considered a franchisee they'd still be subject to new non-compete clauses. I don't think that's how wrestling promotions are run, but IANAW.

@NaClKnight As for when the Federal Register gets updated, that should be searchable later at GovInfo.gov, but it looks like will specifically be the Code of Federal Rules. NARA has a site for that which points out changes. For an idea on how long those take, as of now, title 16 was last updated on the 22nd for a final rule on horseracing that was announced by the FTC on January 29th.
